Reviews up 49%, budgets highest since 2024.

Agency demand rose on both counts we track: reviews and budgets. Completed UK agency reviews rose 49% in the first half of 2026 against the first half of 2025. Media reviews rose 59%, social 95% and integrated 18% (AAR, Jul 2026).

Client budgets point the same way. The IPA Bellwether for Q3 2026 puts the net balance at +14.3%, the highest since Q2 2024, with main media at a 9 year high (IPA, 15 Oct 2026).

Agency vacancies down from 1,149 to 680.

Agencies are doing that work with fewer permanent people. The IPA Agency Census 2025 shows employment down 6.8% and vacancies down from 1,149 to 680.

65 senior briefs since July.

Our contract radar read 65 senior marketing and agency briefs on a UK job board from 20 Jul to 23 Oct 2026. 44 of them stated a day rate. The median was £300 a day, a quarter were below £246 and a quarter above £425.

Recruiters price these seats as salaries cut into days. A £55k to £85k pro rata brief works out at about £250 to £390 a day. 22 of the 65 were titled contract or fixed-term contract, 8 interim and 7 freelance, and most of the interim ones were brand-side.

11 agencies on the watch list moved since May.

Twist's radar watch list holds 11 agencies with a sourced, dated trigger since May 2026. 6 were account wins or retentions, 3 were restructures, and the other 2 were a pitch and a push for growth. We report totals only, and no agency is named for a loss or a leaver.

What October's agency demand means for your next pitch.

More reviews and fewer permanent seniors mean the same people carry more pitches at once. Freelancers see it from the other side. In a study of more than 100 freelancers in one agency's partner network, a third said agencies now rely on them more to plug gaps, and 45% said they're asked more often for proposals that go nowhere (Decision Marketing, 13 Feb 2026).

For an agency with a review coming, the question to settle early is who writes the paid, data and measurement chapters if the senior who'd normally lead them is already on 2 other pitches. A fixed fee pitch sprint is built for that gap, and cover for a live account keeps the day job running while the team pitches.

How we read agency demand, and what to watch in November.

We read agency demand from 3 public sources (AAR's review counts, the IPA Bellwether and the IPA Agency Census) and from our own radar, which logs senior briefs on a UK job board and dated trade-press items for the agencies on our watch list. Every item keeps its source and date, and we publish totals only.

3 things to watch next month: whether completed reviews keep rising in the second half, whether the next Bellwether holds the budget gains, and whether the median rate on senior briefs holds. We'll add each reading to our reads, with its date.

Twist's take

Pitch volume and budgets are rising while permanent senior headcount falls. That gap is where a fixed fee pitch sprint, or 4 to 12 weeks of cover, earns its place. The agency gets a senior director in days, with no salary to carry after the peak.
